How can I write a multiple-pages document (A4) with HTML / CSS and save it as PDF?

Bootstrap is HTML and CSS. Is building with Bootstrap better than writing your own HTML and CSS? That depends on what you’re building. You could write all the default styling for all your HTML elements and components yourself, or you could use Bootstrap. Using Bootstrap saves you the time it would take to do the tricky math it takes to pull off a bulletproof responsive layout with columns and consistent whitespace. It saves you the time it would take to come up with fallbacks and do the testing for older browsers. It saves you the time it would take to write your own CSS resets, normalizing (or rebooting, in the case of BS4). Making the decision to move from floats to flex, while still supporting older browsers, is as easy as moving from BS3 to BS4. There are plenty of benefits to using the Bootstrap framework, mainly it helps with the speed of production and maintenance. It could also be argued that users are familiar and comfortable with Bootstrap’s standard design of components, especially form elements, buttons and other interactivity. The drawbacks of using Bootstrap are problems the presentational mark up might cause when changes are required, a preponderance of CSS that you won’t use, reliance on grid-based design and the just plain boring, just-like-everybody-else design it forces on you. Also, if all you ever learn is Bootstrap, it’s going to be difficult to pull of everything a client or website requirement asks you to do. Some might argue that Bootstrap will prevent you from needing to know the difference between float and flex. Some say that’s a good thing, some say it’s not. But if Bootstrap prevents you from knowing that Bootstrap is HTML and CSS, then it’s definitely not better. Edit. This answer has changed from “Is bootstrap better than HTML and CSS?” To Why is bootstrap better than HTML and CSS?. I’ve downvoted this question and I think everyone else should too. Let’s try to keep opinions out of questions. We can debate the merits of our favorite technologies in answers and comments. I would not have answered this question if it was originally phrased that way.

Also, I am a front-end developer, this question is better suited to a front-end engineer than a front-end developer.
